I have a question about Tayammum, also known as dry wudu (ablution) or symbolic wudu when clean water is not available or in short supply or when one is ill .... although we also sometimes need to perform Tayammum because of shortage of time. 

My question is, I've heard lots a people say that regular wudu (with water) is the niyyah (intent) before performing salaah.  I recall, in one of Br. Steve's lectures, he too said this (though he's started saying a lot of incorrect things these days).  For this reason they often insist that even after a full shower, one still needs to do wudu in order to make the niyyah for performing salaah.  From this perspective, they also often use Tayammum to signify that wudu is an important part of establishing the niyyah for offering salaah and for that reason, even a symbolic wudu with clean dust needs to be done in the absense of water .... meaning that the importance of wudu is more for making a niyyah than cleaning oneself.

Now, again, I'm in a state of quandary with the illogical ideas of these mainstreamers.  From what I've known for certain all my life, the niyyah before offering salaah is a verbal pronouncement of our intent to do so what we utter briefly in our own words when we stand up for prayers.  Since when did wudu also become the niyyah for prayers?  Moreover, niyyah is required to be made for every act of worship just once, not twice.  The permission of Tayammum in the Noble Quran is basically for the emotional satisfaction of believers if they can't find water as Allah Almighty doesn't want to make matters hard for anyone.  And in Arabia in those days there was great scarcity of water.  But I would say that the real purpose of a regular wudu with water is cleanliness.  Wudu is apparently a shortcut for bath to save time and water.  But of course a full bath (or shower) cleanses more thoroughly.   Therefore, doing wudu after a bath makes no sense at all, neither from the view-point of cleanliness nor niyyah.    Neither does the Quran mention to repeat wudu after a full bath.

You sound very correct.  I have precisely the same opinion.  Wudu with water is definitely for cleaning ourselves and is obviously supposed to be an abbreviated bath for our convenience .. and back in 7th century Arabia, mainly for the purpose of saving water as wudu requires less water than a full ghusl or bath.  When we make our niyyah for prayer, that's verbal, which we utter before starting to offer our salaah, soon after stepping onto the prayer mat, facing the Qiblah. 

I also agree with you regarding your perception of the concept of Tayammum.  First off, the purpose of Tayammum is to comfort the minds of believers in the absense of water when they are getting ready for prayer.  In case there's no water, granting permission for Tayammum will make people feel more at ease and not guilty for not being able to clean themselves for prayers.  Secondly, some lazy folks would also like to use the absense of water as an excuse for not offering salaah.  With the permission of Tayammum, they cannot use that excuse for skipping prayer. 

The purpose of a regular wudu with water is surely physical cleanliness.  For this reason, a single wudu can also be used for offering more than one prayer, if it's maintained properly without physically polluting the body between prayers.  And, in my view, performing wudu after a complete shower is totally pointless.  Before taking a shower, one should rinse one's mouth and nostrils.  The rest of the body is cleaned thoroughly during the shower.  And as you stated, the niyyah which is verbal is uttered when we stand up for salaah.  It's really very simple but as usual the Hadithers have made it as complicated as they could.

The ulemas and scholars have tried to differentiate between washing as a usual procedure and washing for prayers.  But I too agree that since the reason for washing during wudu is also cleaning oneself just as regular washing, so the intent for wudu should be to clean ourselves properly.  The intent or niyah for prayer is said verbally before starting to offer prayer.  That's absolutely correct.
