As-salaam Alaikum dear readers.  How many of you have heard of this expression, 'amr bi al-ma'ruf wa al-nahy 'an al-munkar'?  It is a very significant expression and a very Quranic concept.

"And there may spring from you a nation who invite to goodness, and enjoin right conduct and forbid indecency. Such are they who are successful."  3:104 [Al-Imraan]

It is related to Jihad, meaning, doing one's utmost to realize a goal.   Jihad is not necessarily war fought on the battlefield for which the specific Arabic and Quranic word is 'qital.'   Jihad has a very wide connotation and refers to striving for the cause of Allah Almighty to promote goodness and eradicate evil.   Thus, a mujahid is a person who carries out Jihad, that is, works hard for the cause of promoting the principles of the Glorious Quran. 

Amr bi al-ma‘ruf wa nahy ‘an al-munkar   which means enjoining good and forbidding evil, is a Jihad related principle.  It seeks to intellectually convey the benefits of Islam to the public and to convince them of the importance of abandoning evil practices. The Quran calls Muslims the model community which requires to convey the Prophet’s message to entire humanity and to live the Quran, just as the Prophet did.

Al-'amr bi al-ma'ruf wa al-nahy 'an al-munkar is an essential Islamic duty, collectively accepted by all Muslims. The difference is in the interpretation of it.  Some consider that it is sufficient to fulfil the duty of al-'amr wa al-nahy by the "heart and tongue," that is, one should support al-ma'ruf and oppose al-munkar in his heart and use his tongue to speak out for al-ma'ruf and against al-munkar. But there are some who consider it incumbent to take up arms  for the sake of fulfilling this duty.

As per the wishes of the Ummayad rulers, most Hadith narrators (who lived during their era) concocted Ahadith to suit the interest of the Ummayads, and they considered it sufficient to fulfil the duty of al-'amr wa al-nahy by the heart and tongue.  The Ummayads had an autocratic trend and they were not enthusiastic about peoples' opinion.  Because of their many political blunders, the Ummayads were in need of the theory of Predestination, meaning, man is not responsible for his actions because all human actions proceed from God.  But as per the contents of the Noble Quran confirmed by Allah Almighty, the Ummayad view of predestination is not quite correct.   Though Allah is All-Powerful and All-Knowing and can do anything at anytime, He has generally chosen to pre-ordain human fate in accordance with human action.  Allah Almighty has plainly stated in the Noble Quran that He has given humankind a conscience and it's upto them whether they make it grow or leave it stunted.  Allah has also said in the Quran that He does not change the condition of people until they first change that which is in their hearts.  For reference, check Quranic verses 13:11, 8:23, 8:29, 8:53 and most importantly 91:8-10.  There are also many more verses that express the concept of human ability to initiate actions and thus reap its reward or consequences. 

The Islamic school of Mu'tazilah that originated in Basra and Baghdad bitterly opposed the Ummayad approach upholding docility of the people.  The Mu'tazilah accepted the conditions for al-'amr wa al-nahy by not limiting it to the heart and tongue.  They maintained that if unlawful practices become common or if the state is oppressive and unjust, it is obligatory for Muslims to rise in armed revolt to confront corruption.  Indeed, this is the correct view that's a lot more compatible with the Noble Quran than the theory of the Ummayad rulers.

Hence, it's clear to perceive the difference of interpretation of al-'amr bi al-ma'ruf wa al-nahy 'an al-munkar   between the Mu'tazilah and the ahl-Hadith (or the Hadithers, as we commonly call them).   The Hadith ideology has a much more complacent approach toward governmental corruption in favor of which many Hadiths had been scribbled condemning peoples' revolt as Haram for the purpose of appeasing the Ummayad rulers.  The repercussions of this mentality can be found uptil the present in many Muslim countries, mostly in the predominantly Sunni circles.

Very interesting post.  I had read it yesterday but was in a rush so didn't have time to comment.   You're right, 'amr bi al-ma'ruf wa al-nahy 'an al-munkar' is a Jihad related expression and according to the Mutazilah interpretation, it also signals the importance of peoples' opinion leading to the concept of peoples' rule.  The Ommayad interpretation actually signals quite the opposite.  It promotes the establishment of autocracy thru its own type of 'jihad,' ignoring al-maruf and encouraging al-munkar by giving a free hand to bad rulers.  This is a perfect scenario leading to the culture of dictatorship by despots and stiffling the voices of the masses.

Mutazilah interpretation is more compatible with the Quran as it permits the ideology of enjoining justice and forbidding corruption first by peoples' voice, and if that fails then by peoples' action.  Hence, it agrees with the concept of homegrown revolution to eradicate injustice and tyranny by rulers.

A good topic well written, dear sis!

Furthermore, the Noble Quran considers consultation with the people by the leader to be important for deciding the affairs of the state. 

"And those who answer the call of their Lord and establish worship, and whose affairs are a matter of counsel .." (42:38)

"So pardon them and ask forgiveness for them and consult with them upon the conduct of affairs .."  (3:159)

Amr bi al-ma‘ruf in its right interpretation upholds precisely what the above verses state.  Back in the 7th century, Prophet Muhammad had establised the system of consulting with his comrades regarding matters of the state, handling of war prisoners etc.  The Prophet (S) also began the practice of allowing the people to pick theri leader and for that reason he never appointed his successor before his death.  Abu Bakr, the 1st righteous Muslim Caliph, was appointed by a group of Muslims or shura after deciding upon 4 nominees, with Abu Bakr being one of them who was chosen by them.  Soon after his appointment, Abu Bakr addressed the people stating: "I have been given the authority over you, and I am not the best of you. If I do well, help me; and if I do wrong, set me right."  All 3 successors of Abu Bakr, that is, Umar, Usman and Ali were chosen through consultations within the Muslim shura.  All such remarkable precedents of respecting the peoples' choice set by the Prophet (S) and his immediate successors should have completely eradicated the practice of monarchies, hereditary rules and absolute power throughout the Muslim world.  It probably would have, if it wasn't for the largely wayward Ummayads who resumed the practice of centralized power and extravagance. 

Some segments of Muslims will argue that the above quoted verses of the Noble Quran do not refer to peoples' opinion. But that's only to defend the ideology of the Hadith insitution which distinctly promotes lethargy among the masses for the convenience of despotic and corrupt leaders.  The meaning of these verses alongwith their concept and future importance of implementation are clear.  With these verses, the Glorious Quraan laid the cornerstone of present democracy more than 1400 years ago when the rest of the world knew nothing except the tyranny and autocracy of kings and princes,  consultation with the people and seeking their opinion being an unheard commodity.

Today, in most Muslim countries the implementation of Amr bil maruf isneiter through the 'heart & tongue' nor through peoples' action.  It's simply a selective practice misused to lash out t the weak and ignore the violations of the strong.  For e.g. Drinking is a punishable offence in the "kingdom" of Saudi Arabia but only for the commoners, not for the rulers and their families.  The king can toast with the enemy holding a glass floating with wine.  It's not considered 'al-munkar' by the Wahabi lawmakers nor the people, and therefore they see no reason to raise their voices nor take action.

Hummmm, really good post.  found it very educative.  This term 'amr bil maruf' was familiar to me, but I didn't know the complete expression and didn't know what it exactly denoted.  Thanks everyone. 

I do know that many Bukhari and Muslim Hadiths emphasise openly on blind obedience of the ruler, even the crook rulers.  Can't recall any of those hadiths now.  If anyone can remember please share.  Just wanna refresh my memory.  In order to recognize a lie, we must know its wordings  Smiley

Salaams sis!  and aw!!  sorry to keep your question pending for so long Smiley  Everyone's a bit more busy than usual in Ramadan.  And how time flies!  We are already into the final 10 days of this very blessed month, the month of the Noble Quran.  Alhumdulilah.

Well yes, I do have in record a couple of hadiths upholding the practice of absolute rule.  If you scan the entire hadith literature, you'll find many more though.

There's just one hadith supposed to have been narrated by Abdullah (don't know who he is, just some sahabah, according to Sunnis the title of "sahabah" acquired by every tom, jane and harry is a holy one), that orders to obey the ruler and gives the people the option to disobey him only if that ruler disobeys Allah.  I quote it below:

Narrated 'Abdullah: The Prophet said, "A Muslim has to listen to and obey (the order of his ruler) whether he likes it or not, as long as his orders involve not one in disobedience (to Allah), but if an act of disobedience (to Allah) is imposed one should not listen to it or obey it. (See Hadith No. 203, Vol. 4)

But this above hadith is not a popular one among Sunnis.  It has been pretty much sidetracked apparently because the autocrat rulers didn't consider it to be authoritative enough.  The common and popular hadiths containing categorical nonsensical statements on obeying the ruler are as below:

Sahih Bukhari - book 89 'judgment.'
Hadith no.256
Narrated Anas bin Malik:  "You should listen to and obey, your ruler even if he was an Ethiopian (black) slave whose head looks like a raisin."
 
Hadith no.257
Narrated Ibn 'Abbas:  "If somebody sees his Muslim ruler doing something he disapproves of, he should be patient, for whoever becomes separate from the Muslim group even for a span and then dies, he will die as those who died in the Pre-lslamic period of ignorance (as rebellious sinners).

on first place jihad  is a means of struggling within oneself in order to rectify ones character and speech, purify oneself from sin and is ultimately a means of getting closer to Allah ?? unfortunately for muslims concept of jihad only based on fight against the enemies of Islam.we all  are missguided by ulmas. are we all  fighting agaist ourself ??

 Jihad of the soul (Jihad bin-nafs ) an inner struggle of good against evil in the mind
muslims practices .. ( zina) adultery  ,Mut'a, Misyar ,Urfi , waste of money only for showing off ??

 

Jihad of the tongue (Jihad bil-lisaan)speaking the truth ,is concerned with spreading the word of Allah ,Quran with one’s tongue and the verbal defence of Islam
our practices (backbiting, hurting eachother through bad speech,spreading wrong/false information aginst quran and prophet(pbuh) ??


Jihad of the pen (Jihad bil-qalam) spreading right  knowledge

Are we Writing against evil through scholarly study ? against cheat ulams , any action against mistranslation of Quran ? against these hadiths ? Are we writing anything Good about our religion??


Jihad of the hand (Jihad bil-yad) standing against the injustice in our societies/help

 our practices ..Killing eachother ? are we struggling to establish justice in the land and to support brother's and sister's ??are we struggling for poor's ,charity with honesty ??

Why only focus on Jihad of the sword (Jihad bis-saif)  last category fight against the enemies of Islam

ulma based perspective of jihad  for brain washed muslims .?????? kill innocent to get 72 houris in heaven ???? such houris (sex slave female)originally does not Exist in QURAN ??

and if you want than do jihad angainst muslims those are biggest enemy of islam .  Angry

Amr bi al-Ma’ruf Wa Nahy ‘an al- munkar‏ .is possessed by every believer ,Every believer is to do his/her work according to his/ her capacity indusually first.One should have sure knowledge that a certain thing is right or wrong before commanding or forbidding it.Like all religious duties, commanding good and forbidding wrong should also be based on sincere intentions. It should be done for the sake of Allah and not for any worldly motives, like satisfying one's desires, or any material motives.Including one's own self.

Enjoin ye righteousness upon mankind while ye yourselves forget (to practise it)? And ye are readers of the Scripture! Have ye then no sense? 2:44

The Quran with its key agenda of Amr bi al-Ma’ruf Wa Nahy ‘an al- munkar‏.These verses make it a collective and individual responsibility of all Muslims to command the proper and forbid the improper

Those who follow the messenger, the Prophet who can neither read nor write, whom they will find described in the Torah and the Gospel (which are) with them. He will enjoin on them that which is right and forbid them that which is wrong. He will make lawful for them all good things and prohibit for them only the foul; and he will relieve them of their burden and the fetters that they used to wear. Then those who believe in him, and honour him, and help him, and follow the light which is sent down with him: they are the successful..7:157

Lo! Allah enjoineth justice and kindness, and giving to kinsfolk, and forbiddeth lewdness and abomination and wickedness. He exhorteth you in order that ye may take heed. 16:90

Allah forbiddeth you not those who warred not against you on account of religion and drove you not out from your homes, that ye should show them kindness and deal justly with them. Lo! Allah loveth the just dealers.60:8

 And the believers, men and women, are protecting friends one of another; they enjoin the right and forbid the wrong, and they establish worship and they pay the poor-due, and they obey Allah and His messenger. As for these, Allah will have mercy on them. Lo! Allah is Mighty, Wise.9:71

(Triumphant) are those who turn repentant (to Allah), those who serve (Him), those who praise (Him), those who fast, those who bow down, those who fall prostrate (in worship), those who enjoin the right and who forbid the wrong and those who keep the limits (ordained) of Allah - And give glad tidings to believers!9:112

In a sunni forum I read the following statement:

My answer:

Quran and Sunnah are two very different things.  In most fields, Sunnah blatantly violates or contradicts the Quran.  You cannot merge them.  Also, Sunnah is man-written while Quran is Divine.  Since they cannot be merged for making decisions or laws, you need to choose only one of the two.  For me the choice is very simple.  I choose the Quran.  The Quranic reference for rebellion against a corrupt Khalifa or government the majority are not satisfied with is Verse 3:104 ....

“Amr bi al-Ma’ruf Wa Nahy ‘an al- munkar”

“And there may spring from you a nation who invite to goodness, and enjoin right conduct and forbid indecency. Such are they who are successful.”  3:104 [Al-Imraan].

People who ask such questions need to remember that the Quran is not like a school or college text book where all your test or exam questions are spelled out for you and all you need to do is to underscore and memorize them.  There are some issues that are directly spelled out in detail, some are not.  But the guidelines are available in the Quran to help in all decisions.  You need to handle your situation on the basis of those guidelines.  A very good example is the Quranic expression “Amr bi al-Maruf wa Nahy an al-munkar” symbolic of the acceptance of the principle of a revolt or revolution against corrupt rulers if all other methods of correction have failed.   It goes without saying that the ideology and manifesto of every movement is different.  Again, people have the right to construct their own ideology by keeping the Quranic values and principles as their Sole Criterion as much as possible in every situation.   The Final Judge is Allah, The Almighty.

Therefore yes, rebelling against a corrupt Khalifa or government if necessary is not disallowed in the Quran.

jazakAllah thanks for this post sis heba u are absolutely right wonderful response ! I too agree with u . Quran is book of complete guideline for ummah Quran givin us every information but it would be difficult to understand for the blind followers of men made sunnah ,without much argument simply khilafah must be judge according to Quran rules, all action and decision of the khilafah must not contradicts with divine rules , if khilafah is fail in the implement of divine law and orders  ,fail to maintain the Quran sharia which is completely different from men made sharia or so called  sunnah & sharia law of muslim , If Khalifah permitted ,fahashi, fornication (zina),inflicting oppression (zulm) and taking people’s wealth illegally including accepting the sovereignty of international law above the laws of Allah all of these are munkir deeds. So, they can be considered  munkir and ummah have right  to declare rebel against khilafah. Quran does not disallow to kicked out such destructive khilafah , crook  leaders from the seat of khilafah ...

Very true sis.  The problem with diehard sunnah followers is that they are not only deprived intellectually but they're also damned lazy.  Each time they find themselves at the crossroads and in need of making a decision, they want to be spoon fed with a tailor-made answer.  Their so-called ulemas and "scholars" who have a large supply of fabrications, ridiculity and falsified 'ingredients' available with them are able to cook a quick recipe of bullshit and feed them by shoving down their throat in the name of "sunnah" .. that the "Prophet said this and the Prophet said that."  The sunnah followers are very happy with this treat of baatil because it saves them the hard work of doing their own research by studying and reflecting on the Quran carefully.  Nor do they have the confidence to trust their own judgement because their ulemas (in order to stay in business) have shattered the trust of people in their own perception & judgment.  These are the two basic problems responsible for turning much of the Ummah into a herd of donkeys.

Spot on sister Heba.  Couldn't agree more.  And yes, these so-called scholars have destroyed the confidence of their naive followers to such an extent that when these naive folks read the Quran, even if they understand something clearly and easily on their own but if the "scholar's" opinion is different, they will override their own perception and accept the blatantly wrong opinion of the "scholar."  In other words, what the Final Message is conveying on the basis of the principles of Allah is not important to them one bit.  What's important to them is that their understanding must be compatible with the "scholars" and not necessarily with the Quran.

Thanks sis.  Totally right.  Their complete lack of confidence that's been beaten out of them by those angry & firebrand lectures and fatwas have made them lose all sense of judgement.   They don't even have the vision and desire left in them to read the Final Message of Allah independently, unless they don't mix it up with the bla bla of man-written clerical sunnah.  Much the same situation as the kuffar of Mecca in the 7th century.  Those kuffar didn't accept Allah alone without associating the corruption of stone idols.  And now, they won't accept Allah's Message without associating the corruption of the so-called scholars.

 Thumbsup Thumbsup   That's a very apt analogy concerning the folks now and the kufar of Mecca.   It's exactly the case no matter how bitter it sounds to them .. truth always sounds bitter.
