Reflections on the Noble Quraan


"And those who answer the call of their Lord and establish worship, and whose affairs are a matter of counsel .." (42:38)

"It was by the mercy of Allah that thou wast lenient with them (O Muhammad), for if thou hadst been stern and fierce of heart they would have dispersed from round about thee. So pardon them and ask forgiveness for them and consult with them upon the conduct of affairs .."  (3:159)



The first Caliph (ruler) Abu Bakr's speech:

Abu Bakr (ra) addressed the Muslims gathered at the Prophet’s mosque: "I have been given the authority over you, and I am not the best of you. If I do well, help me; and IF I DO WRONG, SET ME RIGHT."

The Glorious Quraan first laid the cornerstone of today's democracy more than 1400 years in the past, when the entire world knew nothing except the tyrannical norms of autocratic rule.  

How heedless we are today!

 wsalam  sister, well put.  people still don't try to perceive how much these verses have to do with the essence of democracy we keep talking of in modern times.  They immediately ask - what about elections?  what about vote counts?  and so on.  ingratitude that ruined human mind.

At the IOL thread someone put a similar point.  My answer was as follows.

What's stated in the Quraan was the first step toward what we today call 'democracy.'  The concept of modern polls didn't come right away.  Every system or ideology grows in stages. 

However, when Allah mentions the importance of consultation in the Quraan, it automatically brings about the concept of a consensus within the Council or Shura .. that is, the opinion of the majority in the Shura being more important than that of the minority. 

For specific occasions or emergencies, these verses present the concept of consultations with an adviser concerning the affairs of the state or the army. But at normal times, with the existence of a shura, the concept of "consultative agreement" can be introduced as per the Quraanic values.  In this case, it is possible that a consensus might be needed at some point, depending upon the sessions of the shura and the issues they're dealing with.    And there's nothing wrong with that.
