If the guardian is a person of very limited resources or is a poor person, and if the orphan he is taking care of has sufficient asset, then the guardian is allowed to use the orphan's asset wisely so that it's not squandered unnecessarily.  But the guardian must be careful and make sure that he or she uses the orphan's money only for the purpose of guardianship and nothing else. 

If the guardian is a person of ample means who can afford to take care of the orphan without the help of the orphan's money, then the guardian must refrain to use the orphan's money altogether. 

"Whoso (of the guardians) is rich, let him abstain generously (from taking of the property of orphans); and whoso is poor let him take thereof in reason (for his guardianship)."  (4:6).

 
It must be made clear that to steal an orphan's wealth is an enormous sin!

"Give unto orphans their wealth. Exchange not the good for the bad (in your management thereof) nor absorb their wealth into your own wealth. Lo! that would be a great sin."  (4:2).

"Lo! Those who devour the wealth of orphans wrongfully, they do but swallow fire into their bellies, and they will be exposed to burning flame."   (4:10).
