As-Salaamu Alaikum wa-Rahmatullah.

So apparently the Quran as we know it today is not in the order that was revealed to Muhammad (saw).
My question is WHO decided the order of the verses of the Quran?

Walaikum As-Salam brother Murteza.  Yes, the order of revelation of the Quran wasn't the same as the order of compilation.  All 114 Chapters of the Quran were revealed during a period of 23 years.  The revelations were both preserved by the Prophet (pbuh) and his close family in writing as well as in the Prophet's memory.  As we know, the Prophet was the first person who had the entire set of revelations in his memory.  Not that he made an effort to memorize it as any other hafez would today.  But it was one of the miracles of Allah to facilitate the spread of His Final Message and its accurate preservation.

According to historical data tracking dates of important events and occurrences of Islamic history, the compilation of the Quran began during the Caliphate of Umar bin Khattab.  But he wasn't able to complete this work because of his tragic and untimely assassination.  His successor, Osman bin Affan took up the work where Omar had left and finished compiling the Quran as we see it today.  The arrangement has never been changed since then.

Some historians are also of the view that the work of compilation had actually begun during the lifetime of the Prophet (pbuh), that he either completed the compilation before his death or compiled part of it and left instructions on completing the work to his very close associates which included the 4 righteous caliphs whose rule followed soon after and the Prophet's wives.
