Salaam all
I came across this verse 9:60 whilst researching who is eligible for zakah and sadaqa.
There are many charity websites saying this zakah, most interpretations say "alms" and a few saying "zakah" and Arabic corpus says sadaqa. Needless to say I am proper confused as to what 9:60 is saying. Is Alms giving zakah or sadaqa ? is the verse talking about sadaqa or zakah? it seems like everything is down to interpretation in the quran. what is the best way to understand the quran? would it be clearer if I was to learn quranic Arabic to help me interpet the quran and why are there so many different interpretations by "scholars" ? is it incredibly difficult to translate/interpret the quran which leads me to my last question which is the most accurate interpretation of the Quran?

Wa'salam brother.  Sadaqa is simply the Arabic equivalent for the word alms or charity.  Zakat or zakah is also an Arabic/Persian/Urdu term and it's equivalent in English is almsgiving.

Though as per the Quran, alms or charity is a simple matter .. I think we have already mentioned to you briefly that it has been made very complicated by traditonalist Muslims at present.  If you search the websites for info on charity (and almost all such ones are handled by traditionalists probably because it's a matter of money), you will find an array of different terms and conditions for dozens of different kinds of charity with different titles at different times and varying amounts regardless of one's financial situation.  It will simply send your head spinning like a top. Every bit of zakah/sadiqa rules come from the man-written Shariah, an institutional framework that contains not more than 4% of it's contents from the Quran.  The rest of 96% is extra Quranic, bulk of it taken from hadith, fatwas and decisions of jurists. The excuse for their complicated rules on charity is their common and rude claim that the Quran doesn't give any details.  Contrary to all of that, the Quran makes it simple & clear to give as alms (call it zakat, sadaqa or whatever one prefers) of what is "superfluous."  One must try to pay once every year from their total income or assets .. whichever they decide .. and whatever they can comfortably afford from their "superfluous" money saved from their income.  No amounts fixed in the Quran.  Allah has left that upon each one of us to decide in accordance with our financial status.  Other than that, if one feels one is in a position to afford more, then that's fine. You can read the Quran on charity carefully and you'll find that this is precisely the stance that fits into the Quranic ideology of almsgiving most closely.   

Our post on Zakat which you've read is one of the very few that goes precisely by the Quran on the matter of charity or alms. I recall, recently I also posted for you a pointwise summary on it. You can yourself confirm it's conformity with the Quran.  To avoid confusion, try to stick by it.  If you search the mainstream sources or concentrate too much on detailed lectures on "sadaqa,"  utter confusion will be unavoidable. That happens with everyone.  Even most mainstream Muslims (personally and quietly) ignore the intricate rules of our mr./miss know-all kinda jurists.
