In India I think they still do not have any birth certificates.   

In Pakistan, from what I know, the system of issuing birth certificates did start from the early to mid 70s.   Our eldest cousin was born in 1974, nearly a decade before me, and he was the first person of our generation to have a birth certificate.  I cannot confirm if the system continues until now.

But even if both these countries have started issuing birth certificates, it's of no use.   That document just gathers dust in their drawers.   For their biographies and public profiles, they pick any age they wish.  It's called decadence laced with needless superficiality.
