Would anyone know if anywhere else in the Noble Quran The Almighty has revealed the name of who this person was?   He was surely some deviant, but in which era or in the time of which messenger?

No sister, we don't know that.   We can say that this is not just an analogy, it was a real person.  That's certain.  But Allah has not revealed this person's name nor the era in which he existed obviously because the purpose of this Verse has been achieved without mentioning the person's identity.  Sometimes mentioning people by name gives them unnecessary fame with contradicting stories fabricated by people.  The person's name is known to Allah only.  This style has been followed by the Quran in various other Verses too as you must have observed during your readings. However, the Verse applies to everyone who bears such an unworthy conduct.
