Though the reference to 4 “sacred” months is given in the Quran, the Quran does not state those 4 months by their names.  It is assumed, likely through unwritten social practices historically, that those 4 months are Rajab, Dhul Qaddah, Dhul Hijjah and Muharram.  The only significance of these 4 months highlighted in the Quran are abstinence from war and violence.  And secondly, Hajj and Umrah (pilgrimage) can be performed in all 4 months, not only in first 10 days of Dhul Hijjah.  This information in the Noble Quran does not endorse the contents of the Hadith you quoted.  There is absolutely NO justification for introducing the social practice of saying Rajab Mubarak nor Shaban Mubarak.

On the subject of 4 sacred months OR the 4 months of abstinence from war, please check our following posts.

-  Origin of the word Ramadan and the 4 sacred months.
-  4 months of Hajj.

Isn’t Rajab among 4 sacred months?

Significance of Ramadan and Jumm’ah are in the Noble Quran.  Rajab and Shaban aren’t.  So, if you like  inventing unnecessary traditions not warranted in the Noble Quran, then go ahead.  Otherwise please don’t.

[al-Bayhaqi] Imam Abu-Bakr al-Balkhi رحمه الله said, “The month of Rajab is the month for planting, the month of Shaban is the month of irrigating the crops, and the month of Ramadan is the month of harvesting the crops.”

In the light of this, is it okay to say Rajab mubarak or Shaban mubarak at the coming of these months just as we say Ramadan mubarak and Jum'aah mubarak?
