These are street musicians in Algeria early 1800s playing Tarab al-Andalusi.  Love this.  'Tarab' refers to traditional and artistic Arabic music that carries an emotional effect.   Tarab Andalusi is a specific style of profound Arabic music that originated in Al-Andalus (Muslim Spain) in the 1400s and then spread to Morocco, Algeria, Tunisia, Libya and the Levant.
