Salam. At the death of someone, we sometimes hear the bereaved ones say about the departed soul that they left "before his/her time."   
But Allah Subhanu wa'Tala has said in the Qur'an that He has fixed the time of departure for every soul and no one can go before that time nor after.

So how are we to view that phrase by people on going before time?

Walaikum As-Salaam.  When people say that about a departed soul, it's usually on the death of someone who has died young or comparatively younger.   Thus, to say that someone passed away before their time actually means that they died at a young age .. that they lived in this dunya for a short time or shorter time than others.  

For sure Allah Almighty has fixed a specific time for the Final Journey for every person and when their time arrives, they cannot postpone it nor advance it even by a single second.  It's just that some die young without reaching old age as ordained by Allah, and that's the connotation of the expression "going before time."

If a person dies due to the malicious intervention of others, for example due to murder or poisoning , or perhaps even through their own carelessness such as neglecting or rejecting sound medical treatment for their ailments....would their death be the same death that was preordained for them?

Walaikum As-Salaam brother Hassium.

Briefly put, al-Qadr alludes to the fact that Allah knows everything and has decided everything that will happen.  This is called predestination.   True, but it needs to be defined further otherwise it can lead to misconceptions or misunderstandings. 

Qada (or Qaza) on the other hand, literally means fulfilment of duties.

Verse 13:11 of Surah Ar-Ra'd confirms this concept completely:  "Indeed!  Allah changes not the condition of a folk until they (first) change that which is in their hearts;" 

This is the precise concept of predestination in the Noble Quran.   Allah shapes our life and destination (Qadr) based on the decisions we make for ourselves (Qada).   Thus, when Allah decides upon Qadr (which is the Will of Allah), it doesn't change, and that ensues from Qada which is/was our responsibility for which we will be answerable to Him.  

If a person commits murder or suicide, it's the decision of that person and then when Qadr is established, it's the will of Allah.   Qadr established by Allah can either approve Qada or disapprove it.  For that reason sometimes some murder or sucide attempts don't succeed .. because Allah intervenes, dismisses Qada and establishes Qadr .. and whatever He establishes CANNOT be reversed. 

Thus, murder or suicide can be called predestination for sure, but one must ascertain they understand the definition and truth of predestination correctly as elucidated in the Noble Quran.  In murder, the Qada of one person affects the other.  It is predestination for both and only one of them (the perpetrator) will be answerable.
