"And guard yourselves against a chastisement which cannot fall exclusively on those of you who are wrong-doers, and know that Allah is severe in punishment."   8:25  Al-Anfal.

Salam dear folks.

In this Verse, The Almighty warns that His punishment (either in this world or in the next) will come on two types of people.  First, those who directly commit wrong acts (the wrong doers).   Second, referring to those who may not be exactly in the category of those wrong doers.   Am I right?   What type of people are these whom The Almighty refers to?

Wa'salam sis.  When the activities of wrong doers or violators become too rampant, the lives of many others may also be influenced in certain ways even though they may not be directly involved.   Yet, they may put up with those evil activities happily and willingly.  Suppose, for instance, alcoholism and zina are introduced in a particular community and gradually get widespread.  There might be some people here who don't indulge in such acts, nonetheless they aren't averse either.   They may accept and support these Haram acts with a smile, consider nothing wrong with them, consequently they do not teach the harmful effects of such activities to their children and grandchildren nor do they advise their relatives, friends and neighbors to refrain.  With their extremely passive attitude, such folks too contribute in the spread of evil acts;  and with the passage of time these evils become rampant and symbolic of the brazen culture of that community.  Sometimes this sort of agreeable passivity may be for material gain, sometimes incorrect priorities and at other times one's own lack of interest in rectitude.

This Verse can be taken to highlight the relevance of reform through community works.  Alongside keeping ourselves and our intentions right, we should do whatever we can through interaction, suggestions, advise and proper guidelines to help people understand the harm of evil in this world and the next, and the significance of its eradication.   The basic concept tells us that we should endeavor to be among those who show the right path to people at risk of losing their morals.

Absolutely, get it.   The other point in this regard is, the way the world now exists, in many societies if you even try to speak of reform with humble suggestions of avoiding traditional or cultural immorality, the response can be aggressive or hostile, causing your own persecution in one way or another .. sometimes also putting your life at risk.   What do you do in such a situation?

That's right.   Such an attitude is often synonymous with reform nowadays.   In this case of course you can do very little or nothing.  However, at least one should NOT connive or cooperate with a friendly attitude towards this kind of culture.   If you're unable to help abolish a bad system, do not show your acceptance either.   Furthermore, you can always teach and guide at least those within your own personal circle consisting of your family and close friends.  Just do your best in accordance with the circumstances and stay clean yourself.   Do not ever become a party to the evil that's rampant, neither directly nor indirectly.
