Wiping sleeves if arms cannot be washed for wudu

Running damp fingers over the socks during wudu if you are unable to remove your shoes and wash your feet is permissible according to fatwas.  A similar debate arose whether or not women can wipe their long tight sleeves which might be difficult to roll or pull up or if she is performing wudu in a public place with men around and she cannot lift her sleeves in front of them.  Some fatwa givers say yes, some say no.   However, the best option in such a situation would be to simply perform tayamum but no fatwa giver thought of that.  The other day the ustadah took the cake even from the fatwa givers by extending the stupidity beyond acceptability.  She said wiping the sleeves with damp fingers isn't enough.  You must must sprinkle enough water on the sleeves to soak them so that your arms get wet through the sleeves.  On hearing this madness, we were like .. "what ??"   Then we all looked at each other with mutual approval that she's lost her mind so let her bullshit.

The clarification:  

Wiping socks - If your feet are clean and you are wearing a clean pair of socks, then after a full wudu, wiping those socks would be okay.
This concession is for those who are at work or anywhere outside their homes where washing feet would be difficult or not possible.  

Wiping sleeves -  If you are in a public place and for whatever reasons you cannot cope with the inconvenience of rolling or pulling up long sleeves, just do tayamum.  That's it.  When Allah Almighty has already given us the solution to problems in such situations, why indulge in crazy talk like soaking your sleeves or soaking your socks?   Enough is enough.  Let's get back to our senses and strictly follow the Final Book of Allah.

In cold winters like in Canada or northern Europe, you soak your sleeves and be with it for a couple of hours, you will end up with a bad flu, possibly pneumonia.  But even if one is in a warm climate, soaking long sleeves and staying with it until you reach home is unthinkable, too inconvenient and outright baloney-ism.
