Fasting on the Day of Arafah is not obligatory, however it's a good day to observe a nafl fast for those healthy enough to do so.  Insh'Allah.

My next question:  In the story of Joseph (12:77), when the cup is found in Benjamin's bag, the other sons of Jacob say this about him:

"If he steals - a brother of his has stolen before."

Who are they referring to? And what happened in that incident?

The Noble Quran does not mention of any incidents or reasons why they said that.  The commentators of the Quran have presented their own opinions based on traditional narrations.  According to them there are at least three or four traditional stories.

First traditional story:
The first traditional story refers to the belt of Prophet Ishaq or Isaac (pbuh).  Though this story is not mentioned in the Quran, there is a reference to the law allowing the victim of the theft to take custody of the thief (ref.Verses 12:78-79).

“They said: O ruler of the land! Indeed! he has a very aged father, so take one of us instead of him. Indeed, we behold you of those who do kindness.  He said: Allah forbid that we should seize except him with whom we found our property; then truly we should be wrong-doers.”  (12:78-79 Surah Yusuf.

This belt was inherited by Prophet Isaac’s daughter, the sister of Jacob and the paternal aunt of Prophet Yusuf. She had raised Yusuf since he was a baby. When Yusuf was a little older but still a child, his father, Prophet Jacob wanted to take him back. But the aunt loved Prophet Yusuf very much and requested to keep him. Jacob refused and so she planned a trick to keep Joseph with herself. She made Joseph wear the belt of Isaac and then pretended that it had been lost or stolen. The family searched for the belt and eventually it was found in Joseph's possession. According to the then existing law, a thief was made the slave of the victim and hence the aunt gained custody over Joseph for the remainder of her life, which Jacob accepted. A similar trick is later employed by Joseph to keep his brother Benjamin with him in Egypt. 

Second traditional story:
They were alluding to an incident when Joseph had taken some food from the family's table and gave it to a beggar, without seeking his father's permission.

Third opinion:
Prophet Yusuf’s half brothers were lying and their slander had no basis whatsoever.  Ibn Kathir also says the same.

These are a few suggestions according to traditionalists.  I think there are one or two more as well I cannot recall at the moment.  At least a couple of stories come from the altered Bibles.  E.g. the story about the belt is from the altered Bibles.

But only Allah Almighty knows the reason why Prophet Yusuf's brothers said that.  Since the Noble Quran has not stated any event or incident in this regard, we can only mention the narratives but we are not in a position to confirm anything.  We can only confirm that the accusation by the brothers against Prophet Yusuf (pbuh) was baseless.  This can be asserted by reading the complete Verse 12:77 quote:  "They said: If he steals, a brother of his stole before. But Joseph kept it secret in his soul and revealed it not unto them. He said (within himself): You are in worse case, and Allah knows best (the truth of) that which you allege."  (12:77 Surah Yusuf).  The last sentence spoken by Prophet Yusuf within himself refuting the allegation of his brothers quoted by The Almighty proves that the allegation was false.
