Yes, it is certainly compatible with the Noble Quran.

The Talbiyah is a prayer recited by believers while performing Hajj, the recitation of this dua as a conviction that they intend to perform the Hajj only for the love and glory of Allah.  There is of course no fixed numbers for recitation;  pilgrims can recite it hundreds of times, or as many times they wish, throughout  the process of Hajj.

Talbiyah is a very well-known dua which you must have heard while watching Hajj on TV or internet or cell phone.  The precise wordings and translation are as follows:

Labbaik Allahumma labbaik. Labbaik la sharika laka labbaik. Innal-hamda wa-nimata laka wal-mulk, la sharika laka.

“At Your service Allah, at Your service.  At Your service, You have no partner, at Your service.  Truly all praise, favor and sovereignty is Yours.  You have no partner.”

The only important requirement is to recite it with sincerity.  It’s generally assumed that it should be uttered audibly so those around can hear.  That’s okay especially considering that Hajj is often a difficult journey to undertake in the present world.  Uttering Talbiyah aloud might be more comforting to the heart.  But even if someone utters it softly would be alright as long as one is sincere.

Does talbiyah originate from the hadith?

There are a few ahadith that say the Prophet (pbuh) recited Talbiyah dua during Hajj.  But I haven’t read the complete dua itself being presented by the hadith literature.  However, regardless of that, hadith is not the reason to recite Talbiyah.  The fact that Talbiyah is a very good dua expressing our complete devotion to Allah alone with our presence at the Kaa’ba makes it a very suitable dua.

Walaykom as-Salam.  There is no consensus on that by our jurists.  But that is really not the point.  What’s necessary is for us to focus on the wordings of every extra-Quranic dua to determine its acceptance with the Noble Quran as the Sole Criterion (that includes Quranic Words or Quranic principles).  While the Noble Quran does not mention talbiyah word-by-word, the Noble Quran does emphasize throughout that our devotion and worship must be for Allah only.  Talbiyah highlights that principle very well and clearly.  So yes, we should recite it.  It’s not “obligatory” in the literal sense because as I said this dua is not quoted in the Quran in those exact words but the Quran surely contains the concept, ideal and values of talbiyah to the fullest.

I have heard that rules of reciting talbiya for men and women are different, it should be recited aloud only by men not by women if people around her consist of non-mehram men which is so during Haj.  It is also taken that women must not recite talbiyah at all if menstruating.

All that is nonsense, to be honest.

Walaykum As-Salam.   The word Talbiyah (ٱلتَّلبِيَة, at-Talbiyah) comes from the Arabic word (verb) 'talaba' which in this case alludes to search, quest or pursuit.
